On September 4th, the Directorate of Defense Trade Controls (DDTC) posted on their website detailed guidance and a very informative FAQ page covering the processes and details related to obtaining authorization for U.S. persons residing abroad (USPAB) who seek to provide ITAR defense services to foreign entities. USPAB Authorization requests are filed through the Defense Export Control and Compliance System (DECCS) via Form DS-6004 along with a letter of explanation, resume/curriculum vitae, detailed job description, ITAR § 126.13(a) certification and any other supporting documentation that the applicant believes is relevant in obtaining authorization. Formal ITAR registration is NOT required for filing DS-6004 authorization requests. Please contact TSI Global Consulting for assistance with DECCS setup at your workplace and/or case specific guidance on how to obtain authorization for your company’s U.S. persons residing abroad who wish to provide ITAR controlled services to foreign entities engaged in the defense industry.
