BIS announced via its website that, effective March 4, 2026, license exception Support for the Cuban People (SCP) under EAR § 740.21 is suspended and cannot be used for any export or reexport transactions to Cuba that involve deposits of foreign funds into Cuban-owned banks. BIS determined that such deposits posed an unacceptable risk of benefitting the Cuban government, which does not conform to the objective of the license exception that is meant to benefit the emerging Cuban private sector.
